Earth pin is often plastic on double insulated appliances as it is used to push open the shutters of the live and neutral terminals on the socket rather than provide an earth connection.

The fuse protects the cable. If the cable is only rated for 3 amps then you need a 3 amp fuse. Cable is king, that's the mantra for fuse questions.

I did often wonder why one of the pins on some of the plugs is plastic! And my amp is indeed double insulated.
