Depends on the lever, and what steps you take to avoid flappage. Shimano SLR brake levers have a return spring, with everything else you have to make your own by one of the methods described above

I have mine set up like this. It works pretty well but you do have to replace the elastic every couple of years.

I have Cane Creek SCR-5 levers on mine which also have a return spring. No flapping or rattling. Good value for money too. But seem to be discontinued which is a shame

Condor's own SS levers also come with a spring for those who want a non-flappy dummy lever

As do the TRP ss levers, they also have a little button you can press that further slackens off the cable. I can't stop pressing it...

I’d stick SKS quick release thingys on the back mudguard too, saves removing mudguard bolts on a puncture.

DA 7710/Open pro/Sapim DB. I've got some spare SKS snap off things but left them off so it looked cleaner. I only get one or two punctures a year.
i know nothing about road levers- but considering setting up a pair, possibly with only a front brake, no rear (similar to a number if bikes in this thread)- will the dummy hood/lever flap around if there is no cable in it? thanks!
