It's not the cooks fault though, Britain doesn't seem to have the infrastructure in place to get fresh fish around the country without it costing a fortune. But I suspect this comes back to British people not really liking fish - in Japan there is plentiful incredibly fresh fish even deep inland at reasonable prices, but they have the economies of scale (lots of people eat fish) to make it work I guess.
