I pass it every day on the way to work and it was only after I read the Wikipedia article about it that I noticed the figure inside it. I tell myself that it’s not obvious and I’m not extremely unobservant, but deep inside I suspect that I’m lying to myself.

IIRC the man is more obvious from certain angles (and heights) rather than being well defined whichever direction you're looking at it from.
It's been a long time since I've been there; it was the London Sightseer 100km Audax in 2007 the last time I rode past it.

Yep, I've reverse engineered the clue. Knowing where you work was biggest help. Not heading that way soon though.

Yup - Clifford (Richard E. Grant) and Deborah (don't know who that is) watched the girls speeding around the dock in a speedboat from the bridge.
