Based on packet recommendations of 90g pasta per person, I got the following diameters:
1 person - 21 mm
2 people - 30 mm
3 people - 36 mm
4 people - 42mm
The closest bit sizes I had were 19 mm (spade bit, enlarged afterwards with a round file), 32mm, 38mm and 45mm (all with a hole saw), so they're all a little big except the first.
To answer your question, the relationship is approximately:
hole diameter in mm = 2.21*sqrt(no. servings * serving mass in g)
