FWIW the 97m is for exploring options, not being billed as a cost for a suitable replacement;
Mrs May has now said the British army will not use Galileo and the UK will instead explore options to build its own satellite-navigation system - having already set aside £92m to look at how it can be done.
Its still a fucking mess and any solution will be throwing good money after bad, but still

I just looked up that Galileo is expected to cost 20bn euros over its life. We already paid 1.4bn according to that article.
So we're scrapping that, writing off the 1.4bn and investing an initial 97m into its replacement - 1 / 200 of the Galileo costs, so that won't even touch the sides.
This is another one of those instances where they need to publish the numbers with all the zeros on it - there's too much information lost by labelling numbers as Xbn or Ym.
