Not at all, I'm 6 foot and she's 5'10.
I usually ride a 55cm with a 130mm stem and she rides a 54cm with a 100mm stem
If it's makes it easier, the minimum stoker dimensions are
Centre of pedal axle to top of saddle when at lowest point is 78cm
Tip of saddle to centre of bars is 37cm (but you can of course get a longer stoker stem that would bring this down a bit).
