For TV you can probably use something like this. Suggest you do your own research though as cheap DACs are useless for hifi.

I live on the other side of the world, I got mine for 30 bucks from Jaycar, but you don't have that. Toslink -> RCA, I'm sure you can find something from Amazon for whatever.

check if your telly has a digital audio output - then you can get a cheap DAC and run the audio back into your amp.
This is what I do as I'm not worried about 'pure' audio quality when watching TV/Movies but don't want to use my telly's shite internal speaker. 2 channel only.
The other advantage of doing it this way is you negate any latency problems.
