Changing filters had a slowing effect for me. Both were hario but slightly different (one like normal paper and another more spongy like kitchen paper). I had to change grind setting and coffee volume to get things the way I wanted them.
Yes, apparently there are different types of filter papers out there (including 3 different Hario ones) which can vary the time it takes to brew. I've had to adjust the grind quite a bit to adjust for this.
