Yes, but you can control that. For example, you can take this picture on a quiet back lane in Cambridge with no traffic. Having no brakes is just having no brakes.
Luckily, I found that in London, the percentage of morons who use a brakeless bike in actual traffic is really really low. I see quite a few FGs every day, and some of them go as far as having 2 brakes!

Me neither, each to their own, but I'd never do it personally. I want two brakes as I've had brake cables snap before and I'd never want to have to rely on leg braking when I really needed it (especially on some descent somewhere outside central Londonton).
