The Special Counsel can only be terminated by Whitaker for "misconduct, dereliction of duty, incapacity, conflict of interest, or for other good cause."
Whitaker has expressed the view that investigating Trump business finances is crossing a red line. So looking at a $300 million loan financed by Russian dirty money would be "other good cause". Is it possible that Whitaker can just say thank you, you have done a good job, now I am reassigning to anohter investigation, say into fake news and the Democrats.

There is a pretty compelling argument by George Conway that Whitaker was illegally appointed. Apparently any principle officer, I.e somebody who reports directly to the president needs to be confirmed by the Senate. This has been tested and proven in court twice in recent years.
Might mean Whitaker can do absolutely fuck all.

going by the theory thats Trump's just a useful idiot/stalking horse for the Republican right, surely now is the time to fuck him off and focus on getting someone more sane into the hot seat before the next elections or risk getting voted out themselves/country tearing itself to shreds (if any of them actually care).

The Katyal/Conway opinion in the New York Times is very interesting. The Acting Attorney General that Nixon used to fire the prosecutor had passed Senate scrutiny as Solicitor General. Whitaker has only passed scrutiny as a federal prosecutor in Iowa in 2004. The article says that scrutiny has now expired.
So if Whitaker does take controversial action before being confirmed by the Senate he may face a legal challenge. The final say will be with the Supreme Court . . . . watch this space. -
