That exactly what I have in mind if I were to go for a modern randonneur bike.

It's very close to what I'd order as a custom bike, but...
If you want a modern randonneuse (as opposed to a hommage), why would you design such a high top tube? A more compact frame would be stiffer, more comfortable thanks to the longer seatpost, and would offer better standover height.
