I don't recall seeing any black Cinelli bars until quite a few years after they started offering the finish on stems, I think the same applied to 3ttt and ITM.

Anodized stems were also available in silver. It wasn’t a matter of technology, it was a fashion. Kind of like all the black stems mounted on the modern road bikes. Plus I think that Gios looks sick with black stem.
