Kinda looks like a really old chimney cap, but at the same time I'm fairly sure it's not that. If no one can help you here, you might want to consider posting this on reddit, on /r/whatisthisthing. They're usually pretty good at solving such stuff!

Can anyone tell me what this rusty old thing is? It's a bit over a metre long and has a rod up the middle which operates a sort of cup thing.
