There seems to be little evidence of a Banks - Russian link apart from him trying and failing to con them over his diamond mine.
The issue is that his Leave.EU money came from offshore businesses on Gibraltar and Isle of Man. The alleged criminality could be around the funding and tax arrangements of those businesses.FWIW here is the DM story

Nothing to do with Brexit. CRB checks have always had to include verification of identity and address, it’s only recently that this has been audited. HR probably do it now because line managers couldn’t be arsed.

The diamond story is indeed an aside, we already know Banks is a scumbag.
But if it true there were already concerns about him and an investigation was stopped and then he spends 8 million on a campaign, well, you'd think a bit of due dilegence on referendum campaigners is quite important.

I think visiting in person may still have a little bit more effect, especially when those are government officials. Asking Apple to budge is a big ask though, well the libraries may get loads of footfall soon ;)

So David Cameron thinks he ought to be back in front-line politics. He thinks Foreign Secretary would be an interesting role for him. Because the leaders of other governments (inside and outside the EU) would be so happy to have to deal with the incompetent fuckwit who kickstarted the destruction of the delicate network of relationships they rely on.
@SwissChap, since you asked, this is the qualification for being in the U.K. government: a supreme sense of entitlement combined with the belief that it's all just a game for members of the oligarchy and that you'll never, ever be held personally accountable for any of it.
