Water ingress - that is the responsibility of the Building Management Company no ?
If water is getting in via the 'retained parts' they should sort it out - building insurance that is part of your service charge.

Water is coming into our flat - the managing agent says that we have to instruct someone to find out where from, then give them a copy of the report. Who would I ask to do this investigation?
On a parallel track- are there builders who specialise in windows? I’d like to get someone to check the frames are all waterproof and refresh the sealant if not. I’d do this myself but don’t own a long enough ladder.
