Yeah totally aware of this option, something like a surly fork woulde be ideal, but I’ve got a 44mm headtube so it would look naff with a skinny fork

I don't think a fat bottom steerer would make the fork look any different..
I know you asked for a steel tapered fork, but I can't think of any.. You do have a carbon fork with rack mounts: http://www.rodeo-labs.com/rodeospork/

I think your easiest option would be a straight steerer with a headset reducer.
Although that's not what you asked.
