Asked Dioske at Geek Garage about this when i was in Tokyo last, apparently after a few bad rider/ped smashes they changed up the law (front and rear brake required for fixed).
Sometimes wonder if it influenced the shift from HHSB's to adventure bikes that was evident there over the times i've visited, why stop at 2 brakes when you can have racks/mudguards/dynamo...
Japan though, they'll quite literally throw you in jail if you're caught riding brakeless
