Sorry for late reply. Not sure about the Vigorelli frames.
Maybe check out dome track forum or review sites.
I am having a bit of a break from track but if you went to Stratford when there was a decent training session like over 40's or sprint specific or similar then I'm sure you could see what the quick guys / girls are riding.
There are vatious alloy options - not sure of costing. The most important thing with a track frame is stiffness.
Also must be a proper track frame with track geometry not a road fixie / track type thing.
Track geo has shorter offset (sometimes called rake - remember straight forks also have offset) which gives larger trail and MORE stability not less as some people believe. Twitchiness is not desirable on track.
Also it is common practice to go up a cm or so in top tube length over your road size.
Frame makes in alloy which are worth investigating would be Moda , Felt, Dolan ,
Fuji etc.
I reckon any decent quality track alloy frame with good tubular / wheel combo would serve you well.
