Maybe you're just not a very good outlaw; have you considered outlaw training?

that would be all well and good except the first lawman to spot me when I was wanted kept shouting at me to move along and then just started shooting jumping me all the way to wanted phase 1 before I'd done anything.

plus it happened because some dickhead walked into my horse, there was no crime.
