More or less. USADA issued a life ban, the US arbitrator reduced that to 10 years on appeal from Bruyneel, CAS put it back to life on appeal from WADA with USADA as amicus curiae

There is an excel chart on someones twitter account that has data about Froome. His hr never really goes over 160 max but couple of the max cadence are 190+. So instantly must be using a motor instead thinking that could be his max hr.

The transitions aren't timed but they do have a schedule they need to hit, hence non-team teamwork when a mechanical disaster happens.
