It's the kind of thing that can happen, I'd guess not enough material in the spoke bed. I wouldn't say it's common, but I've had it happen before (old Mavic 721s, Velocity A23). I believe Pacenti were plagued with these issues on some of their earlier rims.
I think you should be entitled to a rim replacement.
