I know it's going to be a controversial view, but overall it seems like a pretty solid list. Obviously, the whole laughing thing makes life a bit boring.
Mmm. No. It might be arguably fine as a "rules to live by" list, but it's not a good code of conduct for an open source software project because it doesn't do anything to protect contributors from hateful behaviour or discrimination.
Normal codes of conduct written by normal people are very precise about what is and isn't permitted because if you have vague stuff like "guard your tongue against evil and depraved speech" then people will suck up months of your time with bad-faith rules lawyering about the definitions of "evil" and "depraved".
But hey, the guy says that in 18 years only one person who contributes to the project has ever done or said anything unpleasant to anybody else, so I guess it's fine. He also refuses to use git, so I expect that the high barrier to entry for the project means that there will be far fewer contributors than there are compared to other projects, so his project is less likely to be exposed to the types of people who contribute to complete trash fires like this one.

But I'd have thought "hateful behavior" is at least as ambiguous, and that; "Guard your tongue against evil and depraved speech" does cover hateful behavior, in the same way "love your neighbor as yourself" covers discrimination.
These also seem to jointly cover the hateful behavior points too.
