I don't think you'll finde many stock sizes that live up to your criteria and have level top tubes.
Personally, I don't really mind a sloping top tube. Especially not if it gets you a bike that fits.
You aren't going to notice it while you ride either.
Re: the CXC, I don't know if you are aware, but it is built with track or track-like geometry with very steep angles, so might not make much of a mile muncher, if that's what you're going for.

As you might be able to tell, I've spent some time researching fat tire bikes based on stack and reach measurements - I'm just happy it's of use to someone else.
