Michael Schurr devised P&R,
then wrote Brooklyn 99.
His follow up is 'The Good Place'.

But he didn't write P&R? There's a lot of filler in B99 but there's some pretty clever gags too.

Believe he wrote some/many of the episodes, but in typical US tv style a team of writers are needed to keep up with the demands of the 24(?) shows per season for a network hit.
