No it's not. 2×10 is Exact Actuation. It says so in the picture. I was confused by this for a while but they have different pull ratios for the 2×10 and 1×11 derailleurs despite being the same "groupset".
@mi7rennie I have SRAM GX 2×10 working with 11-36 no problem. See picture. Using TT500 bar end.
What about a shimano 10 speed bar end..... in friction mode.
Because the SRAM pull ratio is much lower a Shimano friction shifter may not pull enough cable to work with SRAM derailleur. Off the top of my head SRAM 10 speed needs about 30mm of cable pull whereas Shimano only needs 25mm. So the shifter might top/bottom out before you shift through the whole cassette. However I've done friction shifter and Exact Actuation derailleur and it worked in my case. It depends on the specific shifter.
If you already have the Shimano friction shifter you might as well try it. If it doesn't work you'll need to buy a TT500 rear (~£25 on eBay) or bodge a flat bar shifter on.
You could also go with a 9-speed Shimano MTB derailleur which will work fine with 7/8/9/10 speed Shimano bar ends, indexed or friction. Should be able to find one that clears 11-36.
