Bare in mind that I am just talking about the theoretical possibility.
On GPS, there are different categories of receiver. MIlitary and non military. Each receiver chip has a code that identifies whether it is military or non military. The USG has the ability to change the constellation signal to confuse or halt non military chips. Its called selective availability.
The only reason that Galileo and Glonass exists is basically down to this theoretical threat.
