Our two live in our flat and don't go outside.
But inside is all they've ever known.
We will move soon, to somewhere they can go outside if they want. I know one of them will probably stick two fingers up at us and run away, the other will just perpetually lounge on the sofa and not give two shits about the outside world.
FWIW you can stick em on a lead and walk them like a dog.
