42mm 650b with guards though? The holy grail.
72mm BB drop too, which should be perfect with that size tyre.
Overall it's nice to see something with clearance and mudguard mounts but still on the sportier side of things. I'm still struggling a bit with the 2 positions though , the BB is higher on the so-called "endurance" position, which makes no sense to me.

Reckon you will hate this but it does what you want I think - 40ish tyre, mudguards, internal cables, 73.5/72.5, 424 chainstay, 1030 wheelbase
"Slam" stem + replace seatpost with something normal it might look alright

I’ve ridden a few times with about 8kg and there is no movement. I have a light mounted under the basket that sits about 10mm above the tyre which allows me to see if there is cause for concern.

No, 42mm is 1.75, The 1.5 tyres is already too tight as it is.

With road/race geo this could be a wicked shit-weather, mixed/shitty-road, road bike.
Angles are pretty steep in the 'Hi' axle position:
HT 73,5 degrees
ST 73,3
fork offset 45mm
