    Many schools enforce things such as uniform for the journey to and from and seem to the think that is legal, this isn't very different to that. There is usually some kind of home/school agreement which students and parents are required to sign up to which would cover this kind of rule.

    Sadly it is as schools currently don't have any legal obligation to provide cycle parking and so under some guises as registering for parking within the school site they can make all sorts of obscure rules up. I think having press out to say they are targeting cycling pupils disproportionately might produce more options to challenge the policy but it could take longer than the parent doing that's kid is at school to resolve or just give them an option to ban parking bikes following "a spate of non-compliance with cycle parking policy" or even them trumping it up saying the parent was abusive to staff.
