They have a long-standing right to use the public highway and it's always important to emphasise that it has many different purposes and isn't just a modern speedway for motorised vehicles. I mean, I'm vegan, I don't approve of horse-riding for other reasons (arguments for and against here), but I certainly wouldn't ask a question which with a few changes is the one drivers ask about cyclists on a daily basis.

Someone's horse shat on a very busy footpath in the park near me (one of the paths through the Meadows for those who've been to Edinburgh. During the Fringe) and it was there for over a month. It's only grass I guess but literally hundreds of people must have trod in it. It seems extremely stupid that there's no fine for leaving horse poo on the road/footpath when dog fouling attracts a fine. I'm sure that it's nothing to do with the pastimes of politicians and their friends.

IIRC Horse Poop contains very few real dangerous bacteria, whereas dog poop contains proper nasty stuff. Probably cause dogues eat meat and horses do not.

Horses are a half ton plus of limited sanity with a lethal iron shod sledgehammer at each corner. It makes excellent sense not to startle them. They can't see you behind them, so something like 'passing wide and slow' from 50 yards back is simple self preservation. You will see their heads, or at least ears, turn towards you as they become aware of your presence. It might even wake up a dozing rider. Yes, I ride horses nearly as poorly as I ride bikes.
