Yes, but the Hill Climb isn't run under any organisation's regs, or is it?
Do the fixed crits happen on actual roads or just cycle circuits?
The one in the Greenwich Peninsula was on closed roads.
Do the two brake rules disappear when the road is closed? What other rules go?
That depends entirely on what the traffic order says. Depending on the event, it could be anything, e.g. if you need to park a crane in a narrow side street you can temporarily suspend pedestrian access.
Obviously there must be some limits - guessing you couldn't drive a car on closed roads with no brakes, for example, even if there were no other road users?
