That depends entirely on what the traffic order says. Depending on the event, it could be anything, e.g. if you need to park a crane in a narrow side street you can temporarily suspend pedestrian access.
Obviously there must be some limits - guessing you couldn't drive a car on closed roads with no brakes, for example, even if there were no other road users?
