You're right, if I zoom way in I can see that the slot doesn't look perfect and the hole is maybe slightly off center. Bodge job.
I should be more careful of my wording in the company of #artisans given that I know nothing about metalwork, framebuilding, etc. (not sarcasm)

Weird frame anyway. The seat clamp plate drilling/slot is quite neat so I'm surprised to hear that it's a repair. And also no idea how someone managed to bust the seat tube just above the BB! It's all very strange. Maybe it was some limited run before or after the classic brazed white ones like yours or a prototype or something
