We stopped over in Reims on the Italy roadtrip. They seemed to have a lot of teens on bikes but didn’t see anything spectacular. Maybe the dealers already cleaned them out.

Parisian dealers yes.
Local dealers no as all the money is in subsidised electric bikes.You still get the odd gem badly listed.
Also car boot sales.I get the majority of the bikes I have from Champagne customers in France.

I am hoping the steel vintage cx frame is still in a friend’s garage at her mother’s, on the outskirts of Paris. I haven’t managed to get back for a couple of years and really hope it didn’t get chucked or given away already.

How are these holding up? Do they stick to the rack, or bounce off due to lack of locks on the clips?

So far so good. I've not used them a great deal as the mini-tour I bought them for was switched to a different route ~(my mates both have cross bikes and wanted to go off road) so I used my MTB and bikepacking kit instead. Only really used them for going to the shops and stuff.
They're pretty solid though. My only concern is the clips are just moulded plastic so you just sort of push them onto the rack. They're secure once pushed on but not sure how long they'll last if taken on and off a lot. The bags have rails though so I think you can just mount Ortleib (or similar) hardware instead.
I think @abr and @Merak bought some too so hopefully can provide some feedback.

Was researching panniers this week, ended up getting Ortliebs but if I was taking a punt at something cheaper, Rock Bros looked like a good option and come in 2 different sizes. Can be had from Ebay or direct from AliExpress.
