Yes, in that all events tend to have higher entries on in PBP years. However this gets offset a bit because some extra events get put on. eg Mark Brooking at Willesden usually does the Beast from the East 600 in PBP years only (don't know if he is doing it next year).
Very few events sell out at all, but it is the big 600s that are most likely to. And LWL, of course!
