Stanforth bikes have a few models inc. just that + anything custom they seem happy to do. I think they're Lee Cooper built.

Actually, I believed there was still the old cantilever Polyvalent available, along with the new disc one. ;)
Might be a 26" frame, I know they do the LHT in 26" and you might be able to make 650B work in it.
