    Probably best to ask in https://www.lfgss.com/conversations/170308/, but AFAIK angular momentum conservation just means you might get spin flip depending on exactly how they meet, the ratio of angular momenta of the two black holes etc.

    If the two BHs had exactly the same angular momentum and collided on a straight trajectory perfectly aligned with both their axes of rotation, with one rotating the opposite way to the other, then you could end up with a single BH with zero angular momentum.
