there's leeway, and then there's leeway. This appears to be the latter.
They sound like the same thing to me

looks like 2.5cm of spacers .. thats not too much, reach is ever evolving .. even if the person who commissioned it had a fit just before ordering, the fitter might want to make them sit on the bike again and have a look

It does though because there was an implication that you had a vast knowledge of custom bike ordering process
generally with a custom (or anything pricey really) there is some leeway left for future as biomechanics change
