Hi Swiss Chap,
Yes expanding plug for internal diameters of 19 to 21mm - Works very well I had them on Specialized full tt bars and for one test ride on retro ITM Citta di Bassano pursuit bars.
They have had very little use - I can only find one tiny surface scratch.
Cable housing would be standard brake diameter . I have some you are welcome to but not sure what length you need for rear - does your bike run inner cable only along/in top tube?
