Yes expanding plug for internal diameters of 19 to 21mm - Works very well I had them on Specialized full tt bars and for one test ride on retro ITM Citta di Bassano pursuit bars.
They have had very little use - I can only find one tiny surface scratch.
Cable housing would be standard brake diameter . I have some you are welcome to but not sure what length you need for rear - does your bike run inner cable only along/in top tube?Si

About the Tectro RX5.0 carbon levers - that's an expanding plug design, right? Does that work well / feel secure? What internal diameter are they meant for?
(Also I see you got some brake cables ready to go, do you happen to have some cable housing lying around that would go with it / know which size cable housing one would need for it?)

Edit: also provisional dibs on the Miche sprocket / lockring etc., and the Tectro carbon levers.
