    It is, that's why it now only takes a few weeks rather than the 6-12 months it used to take to get a phone line installed.

    Certainly at one level, where a commercial line could be installed quickly but for about ten times the price of a domestic line. Quite likely at the other level, where if you knew someone in the GPO they might move you up the queue if you "bought them a drink"
