Don't you want a CX bike? That's as close to road race geo as you get with fat tyres. Mudguards and 42mm will be the hard bit. CAADX?

A pacer does this (I think?), maybe a little less clearance. Use that as the benchmark for geo?

@PhilDAS - been looking for much the same thing, i've heard a lot of good things about the All City range in terms of feeling lively, Macho King 853?

EDIT: Maybe not an MK, a little lacking in mounts
