why isn't the triple at the stoker's bb.
The longer chain provides smoother running especially when cross-chained, spreading wear over twice as much chain provides longer intervals between replacement, the shorter front dérailleur cable keeps the front shifting in adjustment for longer, having the FD right under the person controlling it gives better feedback for shifting and trimming.

The crank phase is normal, anything else would be unusual but not unheard of.
