Because the captain has his hands full with the other two brakes. Giving the stoker something to do on the descents is common practice.

The longer chain provides smoother running especially when cross-chained, spreading wear over twice as much chain provides longer intervals between replacement, the shorter front dérailleur cable keeps the front shifting in adjustment for longer, having the FD right under the person controlling it gives better feedback for shifting and trimming.
