It's normal for all tyres. Firstly, there's a lot of tolerance on the nominal size, and secondly the nominal size is typically based on fitment to the narrowest permitted rim, in the case of 25mm tyres that would be a 13mm internal rim. My 25C Pro Ones on 17C rims are about 28mm wide. My 25C GP4000Ss are 26.5mm and 30mm as the rear rim is wider than the front. This is a phenomenon which is well known and widely stated in this and other threads as well as all the marketing bumf for fashionably wide rims, so you have no excuse for being surprised
