With a question worded like that it hardly matters, sadly.
Do you feel that existing laws adequately cover circumstances where a person’s cycling causes harm or injury others?
You need to be pretty hot to have read and understood the law and understand the context. So the average joe on the street will of course answer NO, because you know, what's the worst that could happen?
It reads like one of those shit undergrad / MSc questionnaires people post up on here sometimes looking for help with research.
