    On the few occasions I wheel mine, I tilt it so that it isn't running on the mudguard wheel - its a bit more stable that way.
    It doesn't wheel well on anything other than perfect surfaces ie railway terminii, airports, supermarket floor etc.
    On anything like a London pavement it quickly develops a Tacoma Narrows wobble.
    Can't speak for rolling on the rack myself, but word has it that it is more stable.

    ETA - I would've thought that molishing something like a piece of Correx to the rack, has the potential to work as a mudguard.
