I'd imagine it's some sort of higher end 531 such as C as its lighter than my Roberts 531.

Mizuno approved full carbon forks.
I'm not 100% sure as to the builder but it is definitely a very nicely made frame. It may be Rourke as I've done a good bit of research and I've found track frames that match very closely/exactly. Holdsworth also made similar, namely their high end track frames. Open to any input and ideas. Will post pics when home.
I have emailed a number of builders with the serial number so shall see what they say.
Frame has unfortunately been repainted some blue colour which I have started stripping as it was woeful. Will require some sort of spray/powdercoat of sorts but could make a beautiful rat bike :)
BB is stamped with a serial number as expected. I had to remove some paint to expose it.
Spots of surface rust but all are superficial.
Some scuff marks on the fork carbon steerer from the stupid stem clamp but works as it should.
Frame is completely straight, no dents, no cracks etc.
