Woops sorry, yeah it's basically a cosmetic finish, whereas the ceramic is meant to make braking better.
Opinions differ widely on whether or not it actually does though.

Not really that much else to say really. I can't guarantee that nothing has ever touched the rims, but they certainly don't show any signs of it! Hubs run smooth. Halo allen key skewer on front.
I'll get better pictures for anyone who wants them at some point but they are the wheels pictured on this bike here:
