13 seconds apart over 6,932km of racing I think is what the statistic is supposed to be.
To work out how far that is, you'd need to work out the average speeds of the Giro and the Tour and then work out how far they'd have travelled in 13 seconds.

True, and ever the gentlemen Doumoulin was very gracious in defeat and said as much in paying tribute to Thomas.
But he did that without much team support (Kelderman was sorely missed) and with the Giro in his legs, so an extremely impressive ride.

Looks like Froome is +2 seconds in time bonuses, so 11s excluding time bonuses.
So 123 metres or so.(Froome 2 first place Giro, 1 3rd place Tour, total 24s)
(Dumoulin 2nd and 3rd in Giro, 2 second place at the tour, total 22s)
Didn’t see whether either of them got intermediate time bonuses, I don’t think they did?

Thomas was the strongest, crossed the line before Tom every time except in the TT so I think he'd have won it even if Dumoulin would have had no bad luck or penalties at all.
Fun fact: over the course of the 2018 Giro d'Italia and Tour de France, Dumoulin and Froome are only 13 seconds apart over a distance of six thousand nine hundred and thirty-two kilometers
